A grain analysis is only as meaningful as the lot and sample behind it. Port campaigns combine many deliveries, storage movements and loading stages, so the exporter must define when separate origin lots become one contractual shipment and which sample governs the commercial result.
Independent survey adds evidence and process discipline, but it does not repair an unclear contract. The appointment, sampling rules, laboratory and discrepancy procedure must be set before operations.
Define the purpose of every sample
Different samples answer different questions:
- origin sample: indicative readiness before dispatch;
- receipt sample: condition or quality of incoming deliveries;
- storage sample: status of a defined warehouse lot;
- loading sample: quality represented during vessel loading;
- official-control sample: taken under the procedure of a competent authority;
- retain sample: preserved for later verification or dispute.
Do not describe all of them as “the port sample.” Record the purpose, method and contractual status.
Define the lot first
The sampling instruction should identify:
- commodity and grade;
- origin or storage references;
- quantity represented;
- whether sublots may be combined;
- point at which separate lots lose individual identity;
- shipment or contract allocation;
- treatment of held or rejected deliveries.
If several grades or suppliers share one campaign, the terminal and surveyor need a lot map before receipt.
Appoint the surveyor clearly
The written appointment should state:
- principal and parties receiving reports;
- cargo and contractual reference;
- attendance stages;
- applicable sampling rules;
- quantity and condition duties, if included;
- required sealed and retain samples;
- laboratory and analysis panel;
- reporting deadlines;
- authority to notify or request a stop when material discrepancies appear.
GAFTA’s Standard for Superintendents covers professional expectations for activities including sampling and weighing. Whether a GAFTA standard governs the shipment depends on the contract and appointment.
Build the sampling instruction
At minimum, define:
- where increments are taken;
- frequency or basis of increments;
- responsible sampler and witness;
- equipment and method required by the chosen standard;
- how increments form composite samples;
- sample reduction and final sample count;
- containers, seals and labels;
- chain of custody;
- distribution among parties and laboratory;
- retention period and storage conditions.
Avoid writing a simplified public sampling formula for all grain. The correct method depends on the contract, lot and applicable standard.
Sampling at receipt
Receipt sampling can support early detection of non-conforming deliveries. The process should answer:
- Is every truck or wagon sampled, or according to another agreed plan?
- Is unloading allowed before an initial check?
- Who can place a delivery on hold?
- Can a held delivery enter a separate storage lot?
- How are results linked to vehicle, wagon and origin lot?
- Does an accepted delivery become part of a composite shipment sample?
Receipt decisions must be fast enough for operations but still follow the agreed authority and record trail.
Sampling during storage and loading
Storage or loading sampling may better represent the assembled shipment than separate origin checks. Confirm:
- whether the storage lot is homogeneous under the contract;
- whether cargo can be sampled safely and representatively at the chosen point;
- how loading interruptions affect the sample sequence;
- whether different holds or parcels require separate composites;
- how the final loading sample relates to the bill-of-lading quantity;
- who witnesses sealing and receives retain samples.
Detailed loading sequence and vessel information remain private project data.
Laboratory and result control
Agree:
- approved laboratory;
- analytical methods;
- parameters and reporting units;
- rounding and tolerance rules;
- urgent or provisional reporting;
- result recipients;
- process for reanalysis;
- hierarchy when laboratories disagree.
Changing laboratories or methods after an unfavorable result can undermine the agreed evidence chain.
Official and commercial samples are not interchangeable
Ukraine’s competent authorities perform phytosanitary procedures and issue certificates where required. An official-control sample serves the regulatory process. A commercial survey sample serves the sale or carriage contract. One may not automatically replace the other.
The exporter, broker and surveyor should map both processes and avoid assuming the terminal owns either certification decision.
Discrepancy protocol
Before operations, define:
- who receives the first alert;
- whether cargo is held, segregated or continues under reservation;
- which retain sample can be tested;
- whether joint attendance or a second surveyor is required;
- who authorizes blending, redirection or rejection;
- how the decision is recorded against the lot.
Final evidence package
The file may include appointment, sampling log, lot map, seal register, chain-of-custody record, laboratory reports, quantity records, condition observations, discrepancy notices and final certificate issued by the appointed party.
