New Energy can act as port agent for a vessel calling its private terminal in Izmail. The agency scope coordinates the principal, master, terminal and relevant local interfaces from appointment through completion of the call.

The service is for shipowners, operators, charterers or managers that need one accountable local contact for a cargo operation at New Energy. A port agent represents the appointing principal; it does not replace the master, carrier, authorities, terminal or cargo interests in their respective responsibilities.

Appointment and scope

BIMCO and FONASBA provide standard industry frameworks for appointing port agents and defining services and remuneration. The actual appointment should identify:

  • appointing principal and vessel interest represented;
  • nominated vessel and proposed call purpose through private channels;
  • cargo and terminal operation;
  • agency services included;
  • authority to order third-party services;
  • funding, approval and reporting process;
  • protective-agent or charterer’s-agent arrangements, if any;
  • communication contacts and escalation path.

The appointment is confirmed in writing before the agent places orders or makes commitments on the principal’s behalf.

Port-call services available for confirmation

Depending on the appointment, New Energy can coordinate:

  • pre-arrival information and document collection;
  • communication with the master and principal;
  • liaison with the terminal for the accepted cargo operation;
  • applicable port, border, customs and maritime formalities;
  • requests for agreed local vessel services;
  • operational notices to authorized recipients;
  • cargo-document interfaces within the agent’s role;
  • statement-of-facts inputs and principal reporting;
  • departure documentation and call close-out;
  • preliminary and final disbursement-account workflow.

Every third-party service, cost authorization and document responsibility is defined in the appointment. The agent does not guarantee authority processing times or outcomes.

Pre-arrival qualification

The principal privately provides the vessel particulars and statutory information required for the proposed call, together with:

  • owner, operator, charterer and manager details;
  • master and ship contact information;
  • flag, class and insurance status;
  • previous and next port data required by formalities;
  • cargo description, quantity basis and document parties;
  • nominated surveyors and cargo representatives;
  • expected service requests;
  • invoicing and funding instructions;
  • restrictions or special approvals.

Exact vessel identity, movement, timing and operational particulars are handled in controlled communication and are not published.

Terminal and vessel acceptance

New Energy holds ISPS certification UAIZM-0019 and operates within Izmail seaport. This supports counterparty and security qualification but does not automatically accept a nominated vessel.

The carrier, master, agent and terminal exchange the information needed to confirm the call, current conditions and cargo method. Public vessel-class guidance is only an orientation; a specific nomination requires private review.

Reporting discipline

Before the call, agree which parties receive notices and which events are contractual. During the call, the agent distributes authorized updates without exposing them publicly. After completion, reconcile the statement of facts, service orders, supplier documents, disbursements and outstanding actions.

If the charter party, terminal record and survey report use different event definitions, the agent records the difference rather than rewriting one record to match another.

Agency is distinct from other services

  • Cargo handling is performed by the terminal under the handling order.
  • Freight booking or brokerage concerns the transport commitment.
  • Customs declarations are prepared by the cargo owner or authorized broker.
  • Independent survey is performed by the nominated surveyor.
  • The master retains responsibility for the vessel and safe conduct of the voyage.

New Energy can coordinate adjacent scopes where requested, but the appointment keeps each responsibility visible.
