New Energy provides terminal-side big-bagging for accepted mineral fertilizers and other qualifying free-flowing solid products. Bulk cargo can be received from a vessel or agreed storage flow, filled into approved FIBCs, identified by batch and prepared for onward road or rail dispatch.
The service is intended for importers and traders who need to convert a bulk marine parcel into controlled inland distribution units without adding an unrelated off-terminal handling stop.
Service fit
Big-bagging may fit when the buyer needs:
- smaller dispatch units for regional distribution;
- batch or contract separation after bulk receipt;
- packaging suitable for the selected inland chain;
- staged road or rail release;
- controlled labels and quantity records;
- a storage buffer before or after filling.
It is not automatically suitable for every fertilizer or powder. Product flow, moisture sensitivity, dust, caking, contamination, safety classification, package design and destination requirements must be reviewed first.
What the service can include
The confirmed project scope may cover:
- receipt of accepted bulk product;
- allocation of the source lot;
- approved transfer to the filling process;
- filling into customer-approved FIBCs;
- quantity control under the agreed basis;
- application of approved labels or marks;
- filled-bag tally and batch records;
- temporary covered storage when agreed;
- release to compatible road or rail equipment;
- access for appointed survey or inspection parties.
Bag procurement, label design, product registration, dangerous-goods classification, independent certification and inland transport are separate responsibilities unless expressly included.
Packaging approval comes before filling
ISO 21898:2024 addresses design, construction, testing and marking of FIBCs for non-dangerous solid materials. The product owner and packaging specialist must confirm that the selected bag, liner, safe working load, lifting loops, closure and discharge design suit the actual product and supply chain.
New Energy handles the approved packaging system within the agreed terminal method. It does not infer suitability from a generic “big bag” description.
Batch and label control
Before production, the importer supplies an approved data source and artwork or marking instruction. The control sheet should connect:
source lot → product → approved FIBC → nominal fill → label version → fill record → bag ID or batch → storage location → dispatch instruction
Required label content depends on product, destination and commercial contract. The terminal should not invent regulatory wording or change a label without authorized approval.
Product condition and weather protection
The inquiry must define acceptable moisture, contamination, package exposure and storage conditions. Covered storage reduces direct precipitation exposure but does not replace product-specific controls for humidity, condensation, liner integrity or shelf life.
Non-conforming product or packaging needs a named hold-and-release process. State who can pause filling, who evaluates the issue and who authorizes restart or rework.
Onward dispatch
Provide the planned bag count per vehicle or wagon, equipment type, load and securing responsibility, document set, appointment approach and release order. The CTU Code offers broader guidance for packing and securing cargo transport units; the inland carrier and packer retain their applicable responsibilities.

- target commercial period.
