Project cargo is qualified operation by operation. A terminal cannot confirm feasibility from a label such as “heavy equipment” or “oversized unit,” and a public list of nominal limits would not replace engineering review. The right first step is a short commercial screen followed by a controlled technical file.

Stage 1: non-sensitive commercial screen

The initial inquiry can state:

  • cargo category and number of units;
  • import, export or transfer direction;
  • approximate weight and dimension bands rather than a public item schedule;
  • target period;
  • proposed vessel and inland transport modes;
  • requested handling, storage, agency, survey and forwarding scopes;
  • project decision deadline and contracting party.

This is enough to decide whether a private qualification should begin. It is not a feasibility approval.

Stage 2: controlled technical pack

After the project is qualified, exchange under an appropriate confidentiality process:

  • final item list and revision number;
  • verified dimensions, mass and centre of gravity;
  • manufacturer drawings and lifting instructions;
  • engineered lifting points and prohibited contact zones;
  • packaging, support and weather limitations;
  • proposed lifting, transfer and temporary-storage concept;
  • vessel nomination and working sequence;
  • road or rail equipment and route-owner confirmations;
  • survey, insurance and regulatory requirements;
  • contingency and stop-work authority.

Do not send unrelated plant drawings, precise terminal-location data or other infrastructure information. The file should contain only what the appointed specialists need to assess the operation.

Allocate engineering responsibility

The cargo owner and manufacturer validate cargo data and lifting provisions. The carrier and master own vessel suitability, stowage and securing within their scope. Inland carriers validate their equipment and permitted movement. The terminal assesses its handling interface. Appointed engineers and surveyors approve the studies assigned to them.

IMO’s CSS principles emphasize proper planning, execution and supervision. A terminal commercial proposal does not transfer the master’s, carrier’s, shipper’s or engineer’s duties.

Test every interface

Build the movement as a sequence:

origin support → inland vehicle → terminal receipt → temporary support/storage → terminal transfer → vessel lift or roll interface → stowage/securing → discharge interface

At each arrow confirm the load state, support arrangement, lifting owner, exclusion area, inspection point, document and acceptance sign-off.

Control revisions

Project cargo data changes. Put a revision number and approval status on the item list, drawings, method statement and sequence. A change in weight, centre of gravity, lifting point or packaging can invalidate an earlier method. Define who distributes updates and withdraws superseded files.

Keep the public CTA safe
