Multimodal transport uses two or more modes to move the same cargo. In a Danube port project, those modes may include sea or river vessel, rail and road. The commercial challenge is not simply selecting modes; it is defining every handover between them.
UNECE distinguishes multimodal transport from intermodal transport. Multimodal means carriage by at least two modes. Intermodal usually keeps the goods in the same loading unit while modes change. Bulk and breakbulk port operations often require physical handling of the cargo itself, so the route may be multimodal without being intermodal in the strict sense.
Draw the chain before asking for a price
Write the proposed movement as a sequence:
origin → pre-carriage → port receipt → storage or direct handling → vessel leg → destination terminal → onward transport → consignee
For every arrow, identify:
- transport mode;
- contracting party;
- document used;
- cargo condition and packaging;
- quantity basis;
- readiness milestone;
- party that accepts the cargo at the next interface.
This reveals missing scopes before providers quote them differently.
The terminal is an interface, not only a location
At the port, the cargo may change mode, custody, packaging, customs status or lot structure. The terminal proposal therefore depends on what happens immediately before and after the physical operation.
Clarify whether the terminal must:
- receive from road or rail;
- accumulate multiple incoming lots;
- discharge or load a vessel;
- provide covered or open storage;
- fill bulk cargo into big bags;
- separate cargo by contract or destination;
- provide weighing and operational records;
- coordinate access for official controls or surveyors;
- release cargo into road, rail or another water leg.
The same cargo can require a very different terminal scope under a different route design.
Plan each handover
A handover is where delay, loss of information or duplicated cost is most likely. For each interface, answer:
- What event makes the cargo ready?
- Who sends the readiness notice?
- Who checks quantity and condition?
- Which document records transfer or receipt?
- What happens if the incoming and outgoing quantities differ?
- Where does cargo wait if the next mode is unavailable?
- Who authorizes additional handling or storage?
The route plan should include fallback responsibility without publishing live operational contingencies.
One contract or several contracts?
A route using several modes can be purchased under one multimodal responsibility or assembled from separate contracts. These structures carry different document, liability and coordination implications.
FIATA describes freight forwarding broadly enough to include multimodal carriage, storage, handling, packing and distribution. FIATA also maintains multimodal transport documents. However, using several modes does not automatically mean one provider has accepted end-to-end carrier responsibility.
Confirm:
- who contracts each carrier and terminal;
- whether one party issues a through or multimodal transport document;
- where each provider’s responsibility begins and ends;
- who manages claims and quantity discrepancies at interfaces;
- which costs remain payable directly by the cargo owner.
Build timing around dependencies
Avoid treating every leg as an independent schedule. The route needs dependency logic:
- cargo cannot load before it is ready and released;
- inland dispatch may depend on customs release or bagging completion;
- storage may be needed if modes cannot be synchronized;
- a change in parcel size may affect both vessel and inland transport planning;
- survey or official control may become a release milestone.
Use operating windows and readiness events in planning documents. Do not publish live movements, vessel identities or detailed terminal schedules.
Data needed for a multimodal proposal
Provide:
- cargo and physical form;
- total quantity and lot pattern;
- origin and final destination;
- proposed transport modes;
- desired start and end of provider responsibility;
- cargo-ready and delivery windows;
- terminal handling, storage or processing required;
- customs regime and broker responsibility;
- transport-document expectations;
- survey and quantity-control requirements;
- acceptable route alternatives;
- commercial priority: speed, fewer handovers, flexibility or cost predictability.
Compare route designs on the same basis
Compare more than transport rates. A useful review includes:
- number of physical cargo moves;
- number of contractual handovers;
- expected storage dependencies;
- packaging changes;
- customs and official-control interfaces;
- document ownership;
- exposure to quantity discrepancies;
- cost treatment when the next mode is not ready.
