FIATA’s definition of freight forwarding covers a broad range of carriage and logistics services. That breadth makes scope control essential: the client should be able to see which party contracts, performs and evidences every leg.
The forwarder’s problem
A terminal quote can look complete while leaving critical interfaces outside scope. Common gaps include:
- cargo acceptance assumed from a generic commodity name;
- vessel and terminal compatibility left provisional;
- storage quoted without segregation or release rules;
- survey access included but the surveyor not appointed;
- customs support mistaken for customs brokerage;
- road or rail rates compared on different quantity or waiting bases;
- no owner for discrepancies, holds or revised documents;
- operational data shared too broadly.

Step 1: convert the client brief into terminal inputs
The forwarder should provide:
- contracting client and cargo owner;
- exact cargo, classification and form;
- approximate quantity, lots and tolerance;
- origin and destination areas;
- arrival and departure modes;
- target commercial period;
- vessel nomination status;
- storage, packaging or direct-handling preference;
- survey and quantity basis;
- customs and official-control status;
- expected deliverables and decision deadline.
Breakbulk requires a private unit schedule. Regulated solid bulk requires the applicable cargo information. Product-sensitive cargo requires storage and contamination controls.
Step 2: build a responsibility matrix
For every scope, name four roles:
commercial principal → contracting party → performing party → evidence issuer
Apply the matrix to:
- pre-carriage;
- terminal receipt;
- cargo handling;
- storage and inventory;
- weighing;
- sampling and survey;
- customs declarations and terminal support;
- vessel agency;
- freight commitment;
- onward road or rail delivery;
- claims and exception management.
One company may hold several roles, but they should not be collapsed into an ambiguous “all included.”
Step 3: normalize the quote
Compare proposals using the same assumptions:
- cargo and quantity basis;
- included transfer points;
- direct versus storage flow;
- standard and exceptional handling;
- storage period and inventory movements;
- third-party services and pass-through costs;
- waiting, detention or cancellation exposure;
- document deliverables;
- tax, currency and payment terms;
- validity and conditions precedent.
An attractive unit rate is not comparable if another proposal includes more interfaces.
Step 4: establish handover evidence
At each change of custody or mode, define:
- cargo lot and visible condition;
- quantity record;
- transport or terminal document;
- seal, sample or package references;
- authorized release party;
- time or event record where contractually relevant;
- procedure for reservations and exceptions.
The forwarder should know which record is operational and which certificate governs the client contract.
Step 5: manage information securely
Public information is suitable for initial qualification only. Vessel identities, live movements, detailed terminal compatibility, unit weights, lifting plans, client documents and operating windows belong in controlled project channels. Share only the minimum data required by each appointed party.
Step 6: run the readiness gate
Before dispatch or nomination, confirm:
- cargo and packaging accepted;
- terminal and vessel interfaces confirmed;
- storage reserved if required;
- broker, surveyor and carriers appointed;
- documents and official-control path ready;
- quote assumptions converted into instructions;
- fallback and stop authority named;
- communication and escalation list active.
